What is YPAC?

YPAC, are a trailblazing force led entirely by young people with lived experience of homelessness and the issues that cause homelessness. Formed in 2024 in response to the deepening youth homelessness crisis, YPAC is not just a voice for young people—they are the architects of change, the decision-makers, and the driving force behind real solutions.

Unlike traditional youth advisory groups, YPAC does not simply "represent" young people; they share power, lead decisions, hold budgets, and drive accountability. They are reshaping what leadership looks like in youth services, ensuring that young people are not just given a seat at the table but are building a whole new table—one designed and led by those who understand the system’s failings firsthand.

YPAC is rewriting the playbook on co-design. Lived experience is not a consultation tool—it is the foundation of strategy, delivery, and decision-making. By centring the expertise of young people, they are dismantling outdated structures, disrupting power imbalances, and proving that when young people lead, real change happens.

They are not waiting for permission. They are taking action. This is youth-led change in its most powerful form.
